1000 Friends of Connecticut has created a tool to
score developments against smart growth criteria. This
scorecard will be a guide for developers and citizens on how
a planned development reflects smart growth standards and
principles. The Scorecard will help educate policymakers and
local and state public officials on what constitutes smart
growth so communities and funders can make more informed
decisions about proposed developments. Ideally, the
scorecard will result in smarter development in Connecticut
and the broader application of the principles embodied in
the scorecard.recard.
The 1000 Friends Smart Growth Development Scorecard will use
teams of volunteer experts to rate proposed developments on
a 100 point scale on as many as 33 criteria in seven
categories: maximizing existing infrastructure; compactness
and land use efficiency; mix of uses; housing options;
accessibility, mobility, and connectivity; pedestrian
safety, streetscapes, and parking; and greenness.

Smart Growth Working Group
The Legislative Smart Growth Working Group’s mission is to
convene stakeholders, cull the best of recommendations for
smart growth legislation, and create a comprehensive set of
proposals that will advance in the 2009 legislative session
as a coordinated smart growth package. The Working Group is
led by Representative Brendan Sharkey, and has four
subgroups focusing on regional efficiencies, tax policy,
economic development and land use.

release of the Big Box
Evaluator tool, designed not to help
communities and individuals learn about the impacts of
big box retail stores. The unbiased tool is designed not
to take a stand on big box development, but to help
citizens make informed decisions based on each
community’s specific characteristics and values.
Available free to the
public at
www.bigboxevaluator.org , the web-based interface
allows users to learn about commercial and retail
development in general, but also to input specific
information from their communities and receive
customized reports on economics, values, planning and
municipal services, and ways to improve the development
process.
